Who We Are

At Foster Angels, we believe every person who has experienced foster care deserves to feel
safe, supported and valued.

Many enter the foster care system with only the clothes they are wearing, and limited public resources mean their needs often go unmet. Foster Angels steps in to provide essential items and fund meaningful experiences that foster self-worth, confidence and a sense of belonging. Our goal is to create positive, lasting impacts that help children thrive — today and into adulthood.

Our Mission

The mission of Foster Angels of Central Texas is to improve the lives of children and older youth who experience foster care.

Our vision is every person who faces foster care has access to resources that address critical needs leading to long-term wellbeing.

Foster Angels acts quickly to fulfill needs within 48 hours.

We are dedicated to creating positive and lasting impacts that empower children and older youth to thrive despite the challenges they face. By addressing fundamental needs, we not only improve their immediate circumstances but also lay the groundwork for a brighter future.

Our unique approach serves children and youth from birth through age 26.

Our Approach

A little girl with curly hair and a yellow bow, wearing a white dress, stands outdoors among yellow balloons with smiley faces, in a grassy area with trees and sunlight in the background.

Our History

In 1999, Ted Oakley set out to make a difference in the lives of children in the care of Child Protective Services by founding Foster Angels of South Texas. Inspired by her father’s mission and moved by the unmet needs she witnessed firsthand as a teacher in Austin, his daughter, Sarah Smith, expanded that vision. In 2010, she established Foster Angels of Central Texas to ensure that children in the local foster care system receive the support and opportunities they deserve.
